I just picked up a new upper for my M16. I have not been out to the range to try it yet but doing a function check something doesn't seem to be right. When it's in semi and i pull the trigger the hammer falls. While holding down the trigger still, i charge the gun and then release the hammer. Sometimes it will rest when i release it, sometimes the hammer will drop.

You have insufficient disconnector overlap.  Replace the disconnector and/or hammer, or adjust the front foot of the disconnector if you're competent to do so.
