Im considering building a breech loading cannon using an existing vulcan barrel.

With that being said i need to know the restriction on actually making the parts for the breech...
Do i have to do ALL of the machining and construction or can i give plans to a local machine shop to build some of the pieces?
Does that machine shop need a FFL license to produce firearm components?
Could they make like 80% of it (like on unfinished AR15 Lowers) and i just finish a few details?
What else am i missing here?
