Is it a no no for my FFL to start the form 4 for me before the form 3 comes in?
I'd like to ask my FFL to do this. But rather not if its against the rules.

This is what my local dealer told me. I only have one in my area unless I want to drive 2+hours.  I just can't justify the time and extra cost so I will wait for the forms to be a roved in order.

So, does the dealer get in trouble by the ATF for doing it?  I don't really see any risk in doing it if they don't.  Or am I missing something??
