What is the law on telescoping/collapsable stocks? Are they totally illegal for all of us law abiding citizens or are they ok if you have them on a pre 86 weapon or do you need certain permission? Where can one go to find all the do's and don'ts about weapons?

Right here is a good spot to learn. The BATF has a complete web site on the laws.

You have to have a pre-ban rifle to have a collapsable stock - adjustable stocks are good, collapsable are too evil for citizens.

1994 would be the year in question.  As long as your weapon was assembled as a complete rifle before the unconstitutional Klinton AW ban that year, you can have all 5 of the following:

-detachable magazine
-protruding pistol grip
-collapsable buttstock
-bayonet lug
-threaded muzzle/flash hider

If yours is a post-ban weapon (after '94) the law says you can only have 2 of those "evil" features, & the mag & grip are them.  
There is plenty of speculation as to whether or not the ban will go away in 2004, as it was only good for 10 years, but that's another debate altogether.
