I'm looking for a new rifle or carbine.

I have a bad shooting shoulder so it needs to have light recoil

I've never liked the AR platform.  Pistol; grips are not for me.

Needs to be short and fairly light

Prefer bolt action

Looking at 357 mag Ruger or 223 bolt action Ruger, CZ or some other brand

Suggestions?

This.  Get it in 7.62x39 or 6.5 grendel.  If you reload you could use 100 grain ttsx bullets in the grendel at a modest 2500 or so and still have a 200 yard deer rifle with very very little recoil.

I was looking for something similar, started looking for a Ruger American Ranch, and couldn't find any in Stock and luckily found a used but in great shape CZ 527 in .223 and love it.

While not bolt action,  there is always the Mini 14 or M1 carbine.

Short/light and bolt action are going to increase felt recoil. If you're really recoil sensitive, get heavy and/or semi-auto.

You haven't really stated a purpose for the rifle...if it's just target shooting, seriously just get a .22. Then you can have short, light, low recoil and shoot all day.

Get a Ruger Mini-14 Tactical. It feels and shoots like a M1 Carbine.

I have about 100 acres of mixed pasture and planted pine.  I like to wonder around it and shoot stuff as well as be able to deal with critters who may not like me including feral hogs, dogs, and perhaps two legged types.

Here is my CZ 527 in .223 I just picked up. I was looking for something to pack around on my land and so far I'm loving it and it shoots great.

I mounted a Leopold Mark AR Mod 1 scope and it's a perfect match for this light handy rifle.

Well, a .223/5.56 bolt action like the CZ above may suit your purpose.

If I was concerned about hogs, I'd probably want to step up to a .30 cal round. Perhaps the CZ 527 in .300 BLK? http://cz-usa.com/product/cz-527-american-synthetic-suppressor-ready/

If you step up to a full rifle round like .308, I think a semi-auto will help a bit with felt recoil like the BAR:  http://www.browning.com/products/firearms/rifles/bar/current-production/bar-mk3-stalker-detachable-magazine.html

I was going to say perhaps the Remington 750, but apparently it was discontinued.

Light, handy, readily available mags and accessories, multicaliber, easy optics mounting options. Not to mention downright fun to shoot.
