Archived [ARCHIVED THREAD] - Unknown Blackhawk Part

I got this in an oddlot of parts.  It's marked "Blackhawk.com", the numbers on it bring up nothing in a Google search and I can't find anything like it on their website.  One part of it is a ruler and it was assembled as shown in the first picture and comes apart like in the second. Any idea what it is?

Thumb break strap for a nylon holster.

allows you to adjust the length of the thumb snap strap on their nylon holsters... the kydex is placed between the mating pieces of velcro ...strap is slid carefully into position , kydex tool then removed
