I don't think they are controlled.  Google shows several legit online military clothing stores that sell them with no military ID required.

Not controlled beyond them being ITAR, as others stated there are a few places to get them. Dsgarms.com is another that comes to mind that sells them.

Thank you, after my post I thought to myself "maybe ITAR"....but as far as having to be military, didnt think so.

Here's one of the suppliers from Fayetteville area:  awsin.com.  Lum, IR, and Lum/IR call sign and flag patches.

I've used their patches for years and they have held up just fine.
