Even if we had the means to do it, isn't there a proper legal channel? My understanding is, even LE can't just convert whatever they want.

Yes there is a legal channel. You really can "convert whatever you want", you just have to fill out the forms.

LEO agencies can make it tax free on Form 1. Just check box 1C. Under 4i, be sure to put a valid reason, "to play with" is not valid. "T&E" is not valid. "For our reference collection" is not valid. "To be issued to sworn LEO officers in compliance with their duties" is valid.
