Yes.
Making your own AOW still requires a $200 tax. Anything on a Form 1 for non-governmental use is $200. Transfer of AOWs is only $5 on a Form 4. |

if it comes from the factory either with a pistol grip only stock, or no stock, then it's an AOW.
If you have a shotgun that's NFA,a nd want it to be pistol grip only with a sub-18 inch bbl, you would just SBS it. AOW must always have been that status to maintain the 5 dollar transfers. |
