I just read on a dealers website that a Serbu Super Shorty Rem. 870 is classified as a AOW which would mean a $5 stamp. Does anyone know if this is correct.

I probably just answered my own question, Wikipeida says its a AWO so I guess it's so

Yes.

Making your own AOW still requires a $200 tax.  Anything on a Form 1 for non-governmental use is $200.

Transfer of AOWs is only $5 on a Form 4.

if it comes from the factory either with a pistol grip only stock, or no stock, then it's an AOW.

If you have a shotgun that's NFA,a nd want it to be pistol grip only with a sub-18 inch bbl, you would just SBS it.

AOW must always have been that status to maintain the 5 dollar transfers.
