I'm looking to build a 10/22 mostly for range use, I want to put an aftermarket stock and Gemtech barrel on it.  Is there anything wrong with buying the bone stock model and building up from there.

That's what I've done, several times.  Buy the cheapest one you can find, used or new, and go from there.

Buy a factory heavy barrel one so you are not chasing down stocks.
And, if you decide to sell the gun you just slap the factory bbl on it!

I really want to put the magpul X-22 on it, and I can get a new 10/22 with wood furniture for $200 and change around here

if you are going to work on the trigger yourself, get an older aluminum  trigger housing... my STC 10/22 was a 5 year learning experience...cantilever the scope mount off the barrel and not the receiver...hold the head space and limit the vertical movement of the firing pin...a DIY harmonic balancer will allow you to tune the rifle barrel node vibration to the ammunition you have access to, and not make you find the ammunition that shoots well in your rifle...

There is nothing wrong with building up off a basic 10-22.  Just know that basic carbine barrels and stocks are not worth anything if you want to sell them to get some money back.  A deluxe sporter stock or target stock can go for $100 while some of the distributor exclusives go for much more and the longer factory sporter, target, or LVT barrels also go for $100 and up sometimes. So if you factor in selling off unwanted factory parts the more expensive models can actually be cheaper to build off of.

If you end up swapping triggers too you might as well build off an aftermarket receiver.

My 10/22 started off as the stainless model with a sporter barrel and black Hogue stock. The only parts left stock are the receiver and bolt. Looking back, I feel I took the long way around to my final destination. If I had to do it all over again, I would start with the receiver of my choice and go from there. It really depends on your budget. It doesn't take much more than a drop in trigger (BX trigger) or drop in kit (KIDD, Volquartsen) and better barrel to make it a very accurate shooter. If you have the coin to drop, I would take a look at KIDD products. They cannot be beat IMHO.

Might as well buy a stock 10/22. A bare receiver is around 170 bucks.

I bought a few 10/22 for around $220 new in a few places. Walmart used to have them pretty cheap, and Dicks used to match prices.

Building them up can cost some money. Buy a good barrel first.

I have one with the magpul stock. I like it a lot.

This one's an easy fix. The Ruger BX trigger is a nice little drop in direct replacement unit. If you want a nicer/crisper pull, check out the KIDD or Volquartsen kits among others. The factory trigger is easy to disassemble and reassemble with the new parts.

I can see how this damned thing is going to end up costing another grand to "fix". At least I have more .22 ammo than I could ever shoot.  I have several other 22 rifles and pistols that I enjoy shooting, but none of them are going to be as awesome as this one when I'm done.
