any reason given why those periods are recalled and not others? Material sourcing issue?

thanks for the info. So if i understand that correctly that was a sourcing issue?

Failure on the steel suppliers part for not disclosing the bad batch.  Failure on the armor guys part for not verifying lot test COC or doing internal lot testing.

they test each batch but 1 plate out of 1000 (don't recall the actual sample size but they have stated it in the past) may still pass even though it is a bad batch of steel. Their plates are underrated so it is possible for a sample size of that size to miss a bad batch.
