1. it seems as if you prep the cases properly, it's like other bottle neck cartridges. However due to it's size and pressure, only very accurate charges should be loaded.

Typically a manufacturer's vest will have additional threat ratings if they choose to have those tested. NIJ levels are minimum standards. You could build a something that far exceeds the rating, but you're still stuck calling it IIIA, if it doesn't meet the min standards of the next rating.
