Im looking at either a Citadel or RIA 1911 but some of them have these set screws in the trigger and the head of the screw sticks out just a bit.  Can the set screw be removed without affecting the functioning of the trigger?  If so, how the heck would you get an allen wrench in that area, there isnt enough room?

You certainly can.  In fact, if I end up with a 1911 with a set screw I pull it and toss it.  Dangerous little implement that I despise.

I remove the set screw if my 1911s have them. Just use the short end of the Allen wrench. Don't use an Allen head bit. Use a old school Allen wrench. And simply back it out. The manufacturer may have use loctite to hold the screw in place, so it may take some effort to remove.

if you remove the over travel screw, just be sure that the trigger bow does not trap the disconnector as it can now move further rearward
