I found it in an amazing old Russian encyclopedia and can not find any information on them.

Crop the image down to the symbol only, and upload it.

Then copy the URL and do a google "search by image".

Judging by the other images next to it, it might be an arsenal inspector's stamp or carteusche <spelling? > of some sort.

The book is arguably better translated as "firearm reference guide."

The question you ask is an odd one, as you would seem to have probably the best reference to answer your question right in front of you.

Are there no captions or descriptions on his pages?

The book is not actually in my possession currently.  I have asked the lady to go through the book and find any reference and has come up with nothing.  

And there is no description or any thing to help on the page.

If that is encircled it appears to match the Gevelot et Gaupillat of Paris France trademark found on page 221 of Gunmarks third edition.
