Does removing the FPB from a CZ Phantom adversely affect the reliability and operation of the pistol?  Assuming there are no reliability issues, and the pistol is purely for competition/range use, how likely is it that the pistol will have an AD when dropping the hammer with the decocker?

The reliability or function shouldn't be affected at all.

Without the FPB, the firing pin can reach the primer if dropped. Can't say what the llikelihood would be but it is possible without the FPB.
