recently picked one up in the same price range- these snubbies were carried a lot but fired little as a general rule. don't let the finish scare you, it will be an accurate reliable gun.

The model 15's are great revolvers. I don't mind the wear to the bluing at all. However, I am not a fan of "jeweling" hammers and triggers, I would probably buff that back off. If it was mine, I would replace those grips with either Magnas (that it originally came with) or some sort of compact grip. I do like those grips, but would use them on a 4" or 6" K frame. I made a pair of grips for my 2 1/2" model 66, still a little clunky but the general size and shape of a "compact" grip.

The jeweling and the grips really turn me off on that one. The blueing wear just makes it a good shooter. IMO that is a $200 gun. It seems like it is almost impossible to find one for under $300 these days though.
