Looks a lot like some Umarex blanks I've used; but I don't remember them being that long.

{edit - my Umarex blanks were 9mm; missed the .45acp part}

If you get a chance measure the case length.

And post a photo of the headstamp.

That might help us figure it out.

The shot shells I have seen actually had a shoulder on them, these don't appear to. Hell if I know.
