Does anyone have a link to the FBI testing for the .40 HST that was issued?  Tried google, but no luck

Did you try searching for P40HST1, P40HST3, XM40HC or the other XM versions of 40 HST?

I don't know if you'll find an FBI report on the ammo that way, but you could search for Molon's tests, which are top notch.
