I need a need a plunger tube installed on a frame. Can anyone recommend someone to do the job? How much should something like this cost me? I have the part.

If you buy the tool from Midway or Brownells,you can do it yourself.

After it's done,put the tool up for sale on the EE,and get back most of your money.

Any smith who works on 1911s should have the right tool. You might try the Ohio Hometown Forum for a referral in your area. That will save you the song and dance you'd have to go through to ship the frame.
