It's an old top-break 5-shot in 38SW with external hammer, double action, serial 4546xx.  My research so far would seem to indicate Model 3 Double Action, 4th edition, but I haven't been able to verify that or pin down a year of manufacture.

From the serial number it looks like it is a 38 Double Action Fourth Model. The Fourth Model was manufactured between 1895 and 1909 with serial numbers 322,701 to 539,000. Sorry that is a close as my source narrows it down.
