A friends who lives in IL is looking to get his ccw permit. He also has property in WI and technically could get one from there which seems to be an easier process and lower cost. But WI does not recognize IL and vice versa it seems. The IL process is long and costly with 16 hour training vs the 8.

Which is the better option?

The WI DoJ is going to check the drivers LI database to hand out a permit, and will reject it if he's not a valid resident.  The DMV database has to match your License image, and that's what goes on your CCW.





Having a mailing address is not enough.  Your buddy needs to look up the requirements for WI more closely, you have to send in a photocopy of your WI ID or drivers license.  He'd have to commit all kinds of fraud to get a WI CCW and still wouldn't be able to use it in IL.







If he wants both, he can get IL and FL if he wants. WI honors the FL one from out of staters I think.

Wisconsin honors Illinois, but Illinois does not recognize Wisconsin
get the Illinois, it cost more but in conjunction with either fl or ut you can carry  in a  lot more states.

Get the IL permit. WI started recognizing IL's permit earlier this year. This is the map from the WI DOJ website which shows the states WI recognizes.

An IL CCL and a UT permit get me a heck of a lot of states.

The preceding has been good advice.

IL screws non-residents pretty hard on carry.

Hate to say it, but if he's going to be in IL, being an IL resident would make a lot more sense. WI is easy peasy by comparision for non-residents.

As an IL resident, IL plus any of the common non-res add on permits like FL, UT, or AZ will cover most states including a few of the tougher ones like MN and NV. The downside is the no-non-res states like CO and SC.
