I'd guess Aussie or South African originally, but no accent expert. Looked around through other vids briefly, couldn't find where in US he is though.

One comment suggests he's gonna market them:

"... to avoid patten infringment I cannot sell any of these until August of 2014"

Um no. That is an E Coast accent, maybe Boston.

Maybe. Still sounds more like "Brit" variant ameliorated by years in the US to me, though.

Sort of. As the guy says, really crude.  I'd be concerned it would screw up grip bolt threads in receiver in fairly short order. That would be a bummer on the M92 since it's welded in and not easily replaceable loose part like on some AKs.
