What is the process to convert this pistol to a rifle? What , if any , forms , tax stamps, and/or does this have to do with the BATF. I know that the barrel has to be aleast 16" , and the extensions have to be welded,with other parts have to be U.S.A made changed out. I don't want to SBR , with all the BS that goes with it to go out of state with this gun.

Buy a barrel extension (CNCWARRIOR, AKbuilder, Investment grade firearms, etc), have it blind pinned and welded to the barrel, buy stock, mount stock.

No paperwork needed.

Any firearm that began life as a pistol may be made into a rifle, and even go back and forth between pistol and rifle in the future. One first configured as a rifle must stay a rifle.

Assuming no short barrel and stock are used at same time, and no vertical forward grip on a pistol of less than 26" overall length,  no NFA involvement at all.

Pretty much this.

Highly recommend the CNC Draco extension.  Just make sure you get the longer one.

Then pick whatever flavor of stock you like and, if you want a folding stock, a hinge mechanism.  ACE, Stormwerkz, Manticore.

Make sure to permanently attach the barrel extension first (pin/weld), then put the stock on second.  As long as the stock is not installed at the same time as a barrel <16", it remains Title I and no forms or stamps are necessary.  

Also, because you are constructing a rifle, you will have to ensure compliance with 922(r) during the conversion.  I'm not sure how many foreign parts are in a Draco, but there is probably a list somewhere.  Because they are imported as pistols, they do not have to meet 922(r) like imported rifles do, so it's likely that they would have more foreign parts that need replacing.

As mentioned, because the Draco started life as a pistol, it can be freely converted to a rifle and back whenever you want, so long as it is never in an SBR configuration (stock installed with short barrel).  Again, no forms necessary to do this.

If you already have a Tapco FCG (easily verified), you would only need a US-made gas piston, muzzle device (if applicable), and pistol grip to be compliant.  If the FCG is not US, you'd need to replace that too.
