AK Op Union has the RPD rear sight on their website as a windage adjustable option for an AK.
Does the windage adjustment have a locking mechanism like the RPK rear sight, or does it just spin freely?

It spins freely. The rpd has a base that surrounds the adjustment knob, to prevent it from being turned, but it does not lock like the RPK.
