Can these just be sanded down and refinished in a different color stain like regular wood??

Laminated stocks can be restained/refinished, but many times the layers of glue in between the individual plies won't take the stain. Not a big deal if you're using a lighter brown or amber color, but darker stains will probably reveal those glue layers. Here's a laminated stock from a Marlin 22lr rifle that I experimented with using jet black wood dye. The tan stripes are the glue layers where the dye didn't take. Just depends on the look you're going for-- I rather like how this one came out --but it might not be for everyone.
