Thanks.  Having since taken it to the range, I found the scope rail didn't have the spotweld in the recessed portion on the bottom of the rail.  After watching my patterns move on the target at 100 yds, I took it home and noticed the scope could be pushed left and right and the rail would move ever so slightly causing oil to be pushed out from under it.  Just .002-.003 of an inch could result in the 3-4 inches of changes in impact I was getting.  It was barely noticable, but I could see it move.  I added a few more rivets to the scope rail including one in the place where it was supposed to be spot welded and am looking forward to taking it out again.
