Question, I have a side mounted scope. The one I have is chineese 3/9 x with lighted radical. It has the normal Russian radical, but the instructions are all in chineese and I have not learned to read Chinese yet.

I am trying to learn how to use it. So far I figured out the reage finder part or I think. It is set for about 5.7 person. Put feet on bottom line and where top of head should be closevto his range?
The top chevron is for 100m and go down in 100 m increments?

What I don't understand is the number 10 on either side of the top chevron and the hash marks.

Can anybody give me lessons on this scope?

I'm a little confused on your description. Are you saying you have a Chinese scope that has a 3-9 zoom? But it also sounds like you are looking at a SVD reticle?

The manual for the Chinese PSO-1 style of scope is here in English. See page 4 for details on the reticle.

You pretty much have the rangefinder figured out. As for the number 10 in the horizontal line those are your windage hold over marks. Each line is in mils out to 10 mils in either direction starting from the center chevron.
