I don't want a "sporter" version, I want a real military rifle like what I see them using over in Russia on youtube. Is it possible to take the VEPR and convert it?

No. A converted VEPR will never be a Dragunov.

Tl;dr - The two are different platforms - the VEPR is an AK variant (RPK actually) while the SVD is a separate platform that just happens to look like an AK.

That said, you can pick up SVD-style furniture to make a VEPR look like an SVD. I think there's a company named Ironwood Designs selling furniture kits.

NO.

Short stroke gas piston (SVD) vs long stroke AK (very nice, big AK, aka Vepr) is not  the same.

The closest you'll get under $4k in action is the SVT-40. In look, you might be able to spend about the same to get Vepr to look somewhat like an SVD.  But if you're going to throw $4k at the issue then just get a Tigr.

Nope, but you can convert a civilian TIGR into a military-style SVD:

You can go from this:

...to this:

That's the same rifle. Unfortuately a TIGR is hard to find for less than $3000, and the parts to convert to the style seen above is about $800 additional.

Must have been other versions of the TIGR imported by different distributors, mine has the ventilated hg's, and a one piece front sight with a FH.

ETA:  Mine was imported by California Armory, the one on GB is a B-West import.

Are SVD and TIGR 6x better than a VEPR? or just collector value? How would it be accurate, the HG is not even free floated! I have 2 VEPR in 308, it is more accurate than my AKs or SKSs but not as my M14 or FAL.

Folks don't buy an SVD because they want accuracy. They buy one because they want something nobody else has.

When accuracy testing my 308 VEPR (22"bbl) and 308 NDM 86 (~24"bbl), I got roughly 1 3/4" 5 shot groups. The VEPR was shot with handguard on rest, and the NDM using a Russian Drag, receiver mounted, bipod. Ammo was FGM 168g Match and Portuguese surplus FMJ. So accuracy wise I call them a draw.

In defense of the drag, shooting with the drag pod, didn't seem all that stable to me. It may have been capable of better.

The Tiger may have better accuracy since the receiver lacks the lightening cut of the earlier Drag, of which the NDM 86 is a copy. The Soviets may have realized the receiver might be stronger and more accurate without them, or just cost cutting.

Definitely don't drop 5,6,10K on a Drag in search of accuracy. Now if your after awesome coolness with no compare...

Generally true but I have personally shot .93" with 54R handloads and .74" with match grade .308 in my two NDM86s, and fired a 1.25" group with that rare 70's 200gr olympic 54R ammo that came on the market a few years ago.

Also personally witnessed two tigers throw down 10 round 1.25" groups with milsurp ball ammo

The SVD will most definitely shoot with the right ammo.

I have seen a few Veprs fitted with PSL buttstock and forend if that interests you. Still not an SVD, but a little closer.

Good luck with that. I would check out the reviews on BHA before going that route.

Those are some awesome groups. I bet the brand new factory SVDs that Russia is producing are pretty accurate. I wish I could get my hands on a 2016 model.

I would go VEPR anyway unless you're made of money.  On the ranges around my house, I haven't once seen another VEPR and mine always garner attention as it is.  If you like the classic wood look, IWD makes a really nice looking SVDish stock set.
