I've always had a preference to the charging handle that came on the Romanian AK74. Is it possible to have a gunsmith move the position of the charging handle on a Romanian AK47 like on the AK74s? Also maintaining reliability?

I can't picture what difference you mean.     Both of mine seem the same.

Then you don't know AK74s. They came with charging handles that had 45 degree angles.

The right 'smith will be able to make the modification you want.

The only Ak's I've ever seen with an angled charging handle had stocks that folded to the right side. The angle on the charging handle allowed the bolt carrier to be easily manipulated with the stock folded. Can you provide a photo of an AK74 with an angled charging handle?

It seems this commie doesn't know AK 74's either;

SAR 2s ,CUR 2s,MK IIs. These rifles were used to recreate the AIMS 74 look which included the upturned charging handle. Some SAR 2s don't appear to come with it. WASR 2 don't either.

Yes, it's a feature of the AIMS-74.  My SAR-2 had a straight handle so I replaced the carrier with one with an upturned handle.  Really like it.  Carriers aren't interchangeable between 7.62 and 5.45 though.

I did a little searching and found this: http://www.theakforum.net/forums/28-romanian/103802-angling-akm-charging-handle-like-aims-74-a.html

Appears the last post in the thread had it done with a cutting torch and then buffed it smooth.  Not sure if that impacts the strength of the handle though.
