Is it legal (992R) to change the grip and handguards on a 84S-1 to black KVar parts?

Yes.
The 84s pre dates the "sporterized" provisions that foreign imported rifles had to undergo to come in under the '89 ban.
922r applies to the neutered imports.
Besides, the KVAR furniture is US made and wouldn't increase your foreign parts count anyway.
