I doubt Arsenal/KVAR would, did you contact them? KVAR sells the Bulgy one, but they are out of stock.
I'd get a local smith that your comfortable with perform the work or just get the ultimak. |

I'd love to add a side rail to my post-ban SLR-105 (which I converted to an A1, when I debanned it), then it'd become a 105A1R.

you can do it your self just make sure its straight and level measure twice drill once...

As evidence you can see the model of slr105 here but it has a scope rail 
Then I sbr'd it and it became an SLR105CR

You may want to try an ultimak forward mount first. Many prefer it and it can be co-witnessed with some optics. If you don't like it you can sell the mount and add your original option.

Go on Gunbroker and buy the correct Bulgarian rail for $40 or so and send it to Troy Sellars at InRange. Very reasonably priced and top quality work. Don't fool with the master mount when you can buy the rail and pay for the install labor for the same price.
