Sorry very new to Ak building.

Why is this not a consider complete lower? i thought once the metal was bent it was considered a "firearm"?  Also if i did drill this out myself would i need to put a serial number on it?

First, they're not considered "lowers" in the AK world. They're not considered complete receivers for the reason you already stated; there's no holes in it to accept any of the FCG. If you were to complete the receiver you are NOT required to put a serial number on it. It is RECOMMENDED by the ATF that you put a serial number and location on it, but it is not a requirement.

Almost all of us started out just the way you are doing, asking questions & reading all we can about AK building.
Ask all the questions you need, an informed builder is a good builder.
