Do any of you guys know of a good AK smith who can SBR my Bulgy AKS-74 to a AKS-74U

Finding the parts will be difficult. Just buy a 104ur, it will probably be the same price.

Since barrels are no longer readily available, you'd have to find something like a bartlein, rock creek, or other custom tube and have it turned to spec.  standard ak-74 barrels are a slower twist rate and may or may not shoot well.  many many folks have had issues with cut-down standard ak-74 barrels keyholing.  others haven't had those issues, but if you don't have a steady supply of barrels to try it with, i wouldn't risk it.

like already posted....find a gun that's twisted properly and go that route.

it will probably be the same price.
