I have to disagree. Matter of fact, most branches issue solvents of some sort along with the oil. Though it is very rare for the solvent to be used unless there's heavy fouling.
Matter of fact, the issued M16 comic book of Vietnam days included recommendation to carry LSA and Bore Solvent with standard packing gear.
Now what you do have to remember is that the military objective is for constant weapon care. Most civilians seem to clean their guns after a set number of rounds. In the military, you got to clean it everyday, sometimes twice or more. Matter of fact, in the same comic book, it recommended nearly 10 times cleaning per day. That's why some M16s come back to the armorer completely white because the entire surface is rubbed off from just cleaning it so much and so hard.
Plus isn't it true the Marines give a "white glove" test? Basically you got to make your M16 bone freaking dry and ready for inspection. If it fails, you're sol'd. Then you got to lube it all up again.
Personally I don't envy military cleaning habits, but I do like my CLP.
