I'm trying to install it on a Noveske Gen 3 billet upper.

It won't fit tight, I've tried on another stripped upper and it fits tight. Any suggestions?

You're probably not going to be able to use that upper. The RIS II mount up plate is made for a standard forged upper. (Remember the RIS II was developed for SOCOM)

Isn't it true billet uppers are thicker or oddly shaped? If so, you'll have to consider what sort of handguard you plan to use on it. Anything that doesn't fit on a delta ring or has something that sticks out rearward (such as a anti torque stop) probably won't work on a billet.
