Yep, this is the question that needs to be answered first.
Load only a single round into a mag, insert the mag, charge the round, and fire the round with the empty mag still in the mag well.
Does the bolt lock back on the bolt catch or not (bolt in front of the catch, and not just under the carrier holding it back that way).
If the bolt does not lock back on the catch, then you have a short stroking problem.
This could be due to a leak in the gas system, either at the gas block to the barrel, the gas tube to the block, or the key to the top of the carrier.
Also, could be due to the gas block not aligned with the barrel gas port, or even binding going on, like the gas tube not correctly indexed to the key, key binding to the upper receiver slot for the key, or something simple like the wrong recoil spring or buffer weight in play.
If the bolt does lock back, then we know that the stroke is fine, and leave a problem with the mag instead.
Here, could be that the mag catch is not installed correctly (thread tip part of the mag catch should be flush with the face of the mag release button , or maybe even just a problem with the mag that pulling it down, CLP cleaning and putting it back together will solve.
