Start off by reading the owners manual of the rifle,
If the rifle did not come with a owner manual, then here is one that will work fine for the rifle,

The reason that I bring up the owners manual, is that the rifle need to be cleaned to remove all the storage grease, including using a chamber brush with CLP by hand to clean the chamber, then the upper bearings areas of the rifle correctly CLP lubed before the rifle is first fired.
From here, we get into charging the weapon, and as will be pointed out in the owners manual, you need to pull all the back on the charging handle, then let go of the charging handle so the B/C moves forward on it own to strip the round out of the mag, then correctly lock the bolt up. Hence if you try to ride the charging handle back forward, the bolt will not fully lock up, and in turn, the back of the Carrier will be blocking the firing pin from reaching full protrusion when the hammer strikes the FP.
As for clearing a round stick in the chamber (either fired or live), page 53 of the above manual will show you the "Mortar Method to clean the round correctly (read do not beat on the charging handle with a hammer to clean the round, you will only break the charging handle).
Once you have the rifle correctly cleaned and lube, are correctly charging the rifle so the bolt correctly locks up, then see if it will run correctly.
