Palmetto State Armory has the best deal going right now for the type upper you want. Considering the cost of chromed barrels now you may not be able to build it for less.

I want a different charging handle too. Unfortunately, it doesn't appear that they sell the barrel assembly by itself. |

I just built a 20" rifle using Del-ton.com barrel kit. It's very accurate. You choices of handgaurs in the options. I only buy their barrels I've built 6 rifles with different kits
