What is the smallest QUALITY weapon light for an AR with 200 or more lumen output? Surefire Scout?

Both the M300 Scout and X300U fit the bill and are quite small.  TLR-1 would work as well.  I don't have much experience with much else.

The Streamlight Pro-Tac Rail mount 1 is 350 lumens, I think, and fairly well regarded.  About an inch longer than the TLR-1 rifle kit or the X300U.  X300U and M300 Scout are both excellent options.

SureFire, Elzetta, or Malkoff are the only ones I would use for a weapons mounted light.

Elzetta mini CQB weaponlight is very small and bright too.

That's what I ended up going with, a FDE TLR1 HL. I really wanted something I could kinda tuck up in the space between two rails instead of sticking out off a rail but the TLR I can use on a pistol as well.

I'd go Elzetta.   I have a TLR -1 on my pistol and that's the only place I'd ever mount that or an X300.  The switches on those pistol lights just aren't intuitive for me on a long gun. I've verified this with low light shooting in training classes.  It was a nightmare.  Click tail cap only.

And you won't find anything tougher than the Elzetta.  All of my rifles are now outfitted with their Bones 2 cell model.

All these are wrong answers. Arisaka Defense 300 is the answer to your question.
