Is there an M lok offset mount that would allow me to mount a WML at 45 degree angle at 11oclock but offsets it enough so that it would not be in the way of a ATPIALC mounted at the 12 oclock? I dont think using just a standard rail section would work due to the tightening screw that is on the right side of the wml.

Nothing MLOK that I'm aware of (and I've done a lot of searching).  Your only option is probably going to be the Unity Tactical Fusion Micro Hub with a LightWing Scout mount attached to it.

ETA:  I had one for a while and it worked as advertised.  Mounted to the separate upper in this picture.

Not an M-Lok, but this worked for me on my quad-rail:

IWC/ HSP Thorntail, ATPIAL C, and dual switch mounted at 45 degree (after a little dremel work )
