I want one that doesn't look like it has a skateboard or a rifle inside of it.  Long enough to accept a 22" upper (ie the rifle broken down, being 22" long max when broken down)..  Anything that fits the bill?

I use Camelback and other brand hydration packs for various outdoor and off road activities, and they come in all shapes and sizes...some models more than long enough to accept a 22" item.  I often tote my Keltec PLR16 5.56 pistol...20" long...in a medium sized Camelback, and it attracts no attention.  Camelbacks and other hydration packs are pretty common sights for use as generic backpacks all over the place...and then you can actually use the pack as a hydration pack when you need to.

All of those look like they have a rifle inside of them with the exception of the sneakybags one.  Not to mention the velcro.  Why do people think that putting velcro on a 'covert' bag is a good idea?  That completely ruins it.  Even that new haley strategic "covert" case has velcro on it.  :/

Didn't see a length/height on that 511 bag.  The other bag linked in that post looks suspiciously "gun" oriented.  I forgot to mention on the Camelback packs that most of them are well padded at the pack-to-your-back interface so that you don't get poked by objects inside.  This thread has caused me to think further about attaching an inoperative drinking tube to one to give an even more hydration pack appearance in certain situations.
