Buy a cheap scope and a can of Krylon.

Check out Burris, they have one in green that's under $500.00. Well I guess thats not really all the helpful since you want FDE and under $200.00. Just thought I'd throw that out there anyway.

Here's a Leupold 2-7 X 33 Dark Earth for $209.00

When I shop online I always check www.froogle.com (it's a product search). Then sort by 'base price'.

Check the Leupold custom shop page. Depending on the model of scope, they will put a FDE finish on it for extra $. You'll have to check around in there because they don't offer it on some models and I don't recall how much extra it is.
