Supremacy Clause
Article VI, Clause 2 of the United States Constitution, known as the Supremacy Clause, establishes the U.S. Constitution, U.S. Treaties, and laws made pursuant to the U.S. Constitution, shall be "the supreme law of the land." The text decrees these to be the highest form of law in the U.S. legal system, and mandates that all state judges must follow federal law when a conflict arises between federal law and either the state constitution or state law of any state. (Note that the word "shall" is used, which makes it a necessity, a compulsion.) However, the Supremacy Clause only applies if the federal government is acting in pursuit of its constitutionally authorized powers, as noted by the phrase "in pursuance thereof" in the actual text of the Supremacy Clause itself. Did you replace the springs or cut them? If you replaced them, are there companies making factory springs for 15-round mags? Isn't NJ the only state with a 15-round limit. Does the spring just sit on the rivets? Why does the floorplate have to be sealed when there are already rivets blocking the follower?

Must be N' Jo-see. Talk about a screwed up pull a number out of a hat mag limit. Even Maryland went with 20 - at least they actually make 20 round mags. |

There were various magazine capacity schemes in the mid-late 80's, and due to the popularity of 15rd 9mm pistols, that number was seen as a compromise. (There's also talk that certain manufacturers supported it to kill sales of the Glock 17 which was getting extremely popular at that time) Another scheme involved both a 5rd limit coupled with "Saturday Night Special" schemes, that would have banned all pistols AND revolvers. |

Ouch. Personally I would've gotten the 20rders and limited then. Or even 10rd mags and saved myself the trouble.
