The reason chains of command don't like issuing it, and then feel it's unsafe to use, is because the rounds are so damned expensive.

Several boxes and issuing documents state, "FOR COMBAT USE/ISSUE ONLY."  Bean Counter heaven.  I don't think each projo costs as much as a buck a shot (like the older PRL bullets) but they cost far more than mass-produced Green Tip.  

Lead-free "Green Ammo" is dead/defunct.

Why would the black tip AP be preferred over normal m855 from an m4? As I understand it, m995 AP has worse ballistics than m855.

Penetration baby...penetration.  It shoots through windows, car doors, and engine blocks a bit better.  We aren't sniping with the stuff.  You have to realize the average grunt wants "Minute of man" out of his green tip and black tip.  We use MK262 out of our MK12's for the serious work.

I finally have an answer for the radial lines in the headstamp of this M-995 ammunition. They are simply there to even-out the pressure and stresses from the headstamping process. Even something as small as the letters and numbers in a headstamp can work-harden the brass slightly. Placing headstamp elements equally around the head creates even work-hardening, contributing to a better quality cartridge case. This information comes from a collector in Europe who visited the factory where this ammunition was made. The lines mean nothing more than than the people making the ammunition take quality seriously!

Major:

    I don't know how your ASP is set up, but there should be 55Bs and/or Rs working there.   They might have access to serviceability bulletins called AINs for Ammuntion Information Notice.   These AINs are issued by the ammo gurus at Joint Muntions Command (JMC) at Rock Island.   Your ASP should have an civilian ammo inspector called a QASAS (Quality Assurance Specialist - Ammo Surveillance) assigned to it or maybe making periodic visits.  The QASAS will have access to AINs, ammo restrictions/condition codes, etc.   He/she will be able to tell you exactly why/if the M995 is restricted from the M4.

Great Info Major! I just picked up 2000 rounds of the 855, would love some black tip stuff to compliment, but from what I see, I can't use it in my M4.

Anyway... You be safe and come home safe. My thoughts and prayers r with ALL of you guys and gals over there. Two of my nephews just deployed with their Vermont Army reserve unit, as well as a good friend, a Shirt from Tyndall AFB.

After reading through this I just have to laugh a little bit.  The last few days Ive been researching this ammo, and now I find that I wasn't supposed to be using it in my M4!  I probably did something horrible to that rifle, but I used the heck out of black tip ammo during my last deployment. It worked great from my end, and I never had any problems with it.  Don't think I had one failure as far as I remember.
