If you look at the picture of the gun above your post with the Apex handguard, you'll notice the same thing.  That hanguard is made to be off center like that.  It's possible your handguard is designed the same way.

It's a Samson Evolution 10" rail.  I don't think it's off center once tightened down.  I'll double check when I have a minute.

What is a pistol grip wrap?  Looks unusual.  I am guessing that it is so you can't grip the firearm as well?  CA rules?

exactly..California says a pistol grip is something to wrap the web of your thumb around..so no wrap around and its not a pistol grip...stupid laws here..doesnt reduce crime but messes with legal firearm owners.

Thanks for the tip on the Guntec - I've been looking for a DD Lite 4.0 for months, and I'm giving up. I want to get this build done!

Well at least your 9mm pistol has that bullet button that lets you push a button to make it full auto.  Without that, life would suck right?

I bought the Guntec as well.  Was the only 4" I could find and it's actually a little longer than the 4.5" barrel since 9mm is shorter due to no barrel extension.  I haven't installed them on an upper yet, but it looks to me as though the 4.5" barrel will be recessed about 0.25" under the handguard.  It's also got a smaller ID than my Samson rail, but I think the rear cap of my can will still fit under the rail.  It'll be tight though.  I was worried when I first saw it that I'd have to get a longer barrel or shorter rail just to thread the can on.  Now I'm thinking I should get a 3-lug adapter and mount rather than the 1/2-36 direct thread mount.  That might actually push the effective end of the barrel past the handguard.

The muzzle of the 4.5" is slightly recessed, or the shoulder of the threading is?

You don't have to have that grip "wrap" in California. Our only restrictions are a "cal bullet button" and 10 round limit on mags

But if you make it "featureless"  you dont need a bullet button, right?

exactly..thats why I have a grip wrap and muzzle break so I can have a featureless rifle and use evil mags if I like...the pistol is  bullet button mag release..

Here is my Angstadt Arms rifle I built from his receiver set. I also used his 16" barrel. Went with a Macon Armory bolt & buffer, older Bomarc handguard, regular A2 flash hider for now. Has a BCM grip, MOE stock, MBUS sights. Trying to find a B5 gripstop for it and it will be done.

kakindustry.com

They make a regular and slim, see below.  Places like Joe Bobs will have them cheaper and I believe KAK has a Amazon account with free shipping.  Aero makes them as well in 1/2x28.

Oh I don't really have a budget.  I research parts and get the best I can afford.  I just can't afford much right now.

How do you get the closest barrel thread shoulder with a rail without it going under? what size rail do you get with your barrel? 1" smaller rail? (4" rail with 5" barrel, 7" rail with 8" barrel) Or is it half inch smaller rail?

Thanks

With the 9mm your barrel will have to be one inch longer than rail.

My gun pictured has a 7" rail, if I wanted the shoulder exposed I'd need a 8" barrel.

Most 7" rails are actually ~7.25."  Also, you lose a little barrel length inside the receiver.  As an example, my rail measures 7.29" and I have a 7.5" barrel which actually ends before the rail does.  As mentioned just prior to me, 1" would be the safe bet, but you really need to look at specs for the rail, as they can vary almost up to a 1/2" depending on what it is, and you might be able to get away with a shorter barrel if that's what you're after.  Or, you can opt for one of the cheap "flash cans" and go a few inches shorter than the rail.  I believe those will "extend" about 2.5-3" based on the rough measurements with mine to get beyond the rail.

I'm planning on building a 5.5" upper with a side charger in the future, but still run a "7 inch" rail.  I would use one of the flash cans or a KXx to get beyond the rail just barely, in preparation for suppressing it, which would come at a later time when I feel like dealing with all the paperwork and fees and whatnot.  Keep in mind, the ID of your rail would limit what suppressor would fit under it.  It sounds like you're trying to avoid that?

Quarter Circle 10 Colt Mag

Don't think it's the QC10, it follows the lines of a forged lower.  Most likely the Black Creek Precision EF9.
