No, the hardware looks like that used on the old Magpul MOE type accessories, but they might be proprietary to a specific rail.

Definitely not Keymod. Doesn't appear to be MLOK either, but the picture is sort of blurry. Most likely something proprietary. Closest thing that I've seen to screws and backers like that is with the HSP Dropwing Scout mount, which clamps through the vent holes on a number of different aftermarket handguards.

They will work on an mlok rail in a pinch. I have a flashlight mounted that way and it has been fine. Use locktite.
