I see them come with or without a hammer is it needed? What is the function?

The ones that come with a hammer are usually EXO / FailZero etc coated.  It's just to decrease the wear on the hammer face and bottom of the carrier.

It's not really an issue and not really worth the premium compared to an other chromed / nitrided / melonited bolt carrier.
