Can you use any upper for a 9mm build? Or do I need to buy a specific 9mm upper?

any upper will work, typically there are no serrations on the bolt to work with a forward assist so a slick side might be cheaper, but they probably won't have the brass deflector or dust cover also

Real 9 m.m. uppers are missing the cam pin slot and the gas tube hole.
Some also have a relief on each side of the mag lips.

The guy ^ who told you to get a slick side was spot on.
