Probably to achieve perfect alignment between the FF Rail and upper receiver rail.. (?)

The screw holes on the nut have to line up to the rail, in order to torque the nut properly and have the handguard top rail even with the rail on the upper.

ok so they go between the barrel and the barrel nut right? i tried a test fit and like you guys said the holes wont line up so it needs the shims.

I picked up a hand guard that didn't clock with the shims and had to lap the receiver in order to line things up correctly. Hopefully the shims do it for you.
