CA is not really GTG at this time for self-manufactured AR pistols.  Factory made ones must have been on the "Roster" at the time of sale.  Haven't looked at the roster lately but I never recall seeing AR-based pistols on it.  The presence of a Bullet-Button does NOT make an AR pistol legal in CA.  The previously quoted 12XXX Penal Code sections do not exist anymore.  They have all been changed to 3XXXX series.

Based on Penal Code section 32000, subdivision (a) generally prohibits the manufacture of “unsafe handguns,” as they are defined under section 31910.  This includes the ridiculous micro-stamping requirement, drop test certification, a loaded chamber indicator, magazine disconnect, and more unbelievable requirements.  Unless the pistol satisfies all of these requirements, the semiautomatic firearm is an “unsafe handgun” under section 32000, and therefore cannot be self-manufactured.

As stated previously,  Bullet-Button mag releases have no bearing whatsoever on the legality of a self-manufactured pistol in CA.

PLEASE TAKE NOTICE that meeting the State’s firing and drop safety requirements requires the submission of three sample firearms to a Department of Justice Approved Laboratory for testing and approval.  If the engraving and testing requirements are not met within the limitations imposed for validation of a Department of Justice issued serial number under California Code of Regulations, Title 11, section 5518 (30 days if the handgun has not yet been manufactured; 10 days if the handgun was manufactured prior to requesting a serial number) the serial number will become invalid.

i think the info on Oklahoma is wrong.  AR pistols aren't banned but are quite restricted in that they must have a total length under 16 inches.  I just built a pistol lower and it's 14.5 inches long.  I'd need a 1.45 inch barrel to be legal in Oklahoma. (anyone need a couple pistol buffer tubes?)  It's really not possible to meet the standard.  You should change Oklahoma to a not allowed state.

DEFINITIONS FOR FIREARMS ACT

"Pistols" or "handguns" as used in the Oklahoma Firearms Act of 1971 shall mean any firearm capable of discharging single or multiple projectiles from a single round of ammunition composed of any material which may reasonably be expected to be able to cause lethal injury, with a barrel or barrels less than sixteen (16) inches in length, and using a combustible propellant charge, but not to include flare guns, underwater fishing guns or blank pistols.

That means that any gun with a barrel less than 16 inches is a pistol by Oklahoma law.  Federal law is stricter so Federal law would rule.  Oklahoma is GTG.  The charts should be updated to show this latest citation rather than the first citation.  That first citation doesn't prove the GTG rating for Oklahoma.

The requirements are WAY more complex than that. Way to in depth to just list here. It's essentially the AWB along with Hitler's, I mean Healey's, made up rules attached as well.

GTG here in the Granite state. The whole unloaded unless you have a pistol permit is moot here now. No longer require pistol permits in NH. They're still available for residents and non-residents if you want out of state reciprocity and the other state requires a permit from your home state.

For CT, you can have an AR Pistol if it is fixed magazine or a pre ban AR Pistol. Also, CT has AR "Others" which are usually built using the minimum length allowed of 12.5"

So what does the Colorado law mean? If the barrel is less than 12" it's considered a handgun and if it's longer then what? It's not a handgun and/or it's a rifle?

Regarding Idaho, the definition of a "Handgun" in Section 18-3320F is only applicable for purposes of that Section itself. It is not a general definition for any other provision of Idaho law. It only applies to issues regarding possession by minors. An AR pistol of any length is perfectly legal in Idaho for anyone that may legally possess it (non-minors) and provided that it complies with Federal regulations/ATF guidance.

For civilians you're correct. I was active duty military on orders and not a resident of Hawaii.

I was stationed in Hawaii for 5 years and I had my free state AR pistol there on federal land with the OK of our CO and 2 star admiral. HPD can kiss my ass. HPD has absolutely no authority what so ever to enforce state law on a US military base. They just don't. The caveat was I had to leave it on base with my buddy at the armory. So what. Still was legal.

I know messages may have changed this but it was legal to have them in Hawaii when I was stationed there.

In MI, registration (currently via the "Pistol Sales Record") has been required since 1927. However, since 19 June 2018, due to the State AG's opinion #7304, which in essence (literally the bottom paragraph following many pp. of legalese) states that a MI citizen with a CPL and a CPL from another state (e.g., AZ) is exempt "...from obtaining a license to purchase, carry, possess, or transport a pistol..." which the discussion in the preceding pages of the AG opinion includes the Pistol Sales Record (Form RI 060).
In plain text, this means one does not have to submit the Purchaser's Copy of this form to the local law enforcement, IF one has a MI CPL, is a MI citizen, and has a CPL from another state.
The state's government tends to make things complicated here.

California requires handguns to have barrels less than 16", unless there is also a barrel less than 16" that can be readily fitted to the handgun.

That means, a handgun can have barrel of 16", but there must also be a shorter barrel for it.

Since swapping AR barrels isn't like changing Glock barrels, mostly likely a complete upper with a shorter barrel should be with it, if a 16" barrel is used.

Build from an 80% and nothing.

I read every post. Bullet buttons, FOID, 5 and 10 round mags, single shot AR? Some strange stuff out there. CA, IL, NY, MA and some others should not even be considered part of the USA.

Not being familiar with Bullet buttons, I was curious and looked them up.  The information that I came across disputes that they will make an AR pistol legal in California.  Here is a quote:  

"Bullet Button Assault Weapon registration is closed. It is no longer possible to register such a weapon and any attempts to do so may be an admission of a crime. Installing a bullet button does not exempt you from “assault weapon” violations."
